Home-Based Gun Retail Shop Proposed in Windsor Locks

Windsor Locks resident Kyle Bates submitted a proposal to sell firearms from his home at Monday's meeting of the planning and zoning commission.

Bates told the commission he's seeking zoning approval to deal firearms, not including ammunition or parts, through posts on retail websites like GunBroker.com.

According to his proposal, Bates intends to connect with consumers via online retailers and ship firearms to third-party shops where customers can receive their shipments.

"Firearms purchased from me online would be shipped only to other Federal Firearms Licensed Dealers as per Federal regulations, where they would then complete the transfer process," said Bates.

Bates said receiving zoning approval is just one step in his process of securing a federal firearms license (FFL), and told the commission his proposal is for "the same type of business that the commission approved at 33 Meg Way" in December 2012.

Bates also told commission members any firearms kept in his home would remain in his 400-pound, fireproof safe, which is bolted to a concrete floor.

Additionally, Bates said his firearms stock would be limited to the number of firearms he has posted online.

The proposal does not include signage or parking, as Bates said no face-to-face transactions would take place, with the exception of friends and family members.

He expressed an anticipation of completing five transactions per month, but "if the business takes off, my plan is to transition to a retail location in a commercially-zoned area, preferably in Windsor Locks..."

The commission received Bates' proposal and suggested he submit an application for zoning approval. The commission also said it would seek input from Windsor Locks Police Chief Eric Osanitsch.
