Windsor Locks Residents Vote "No" at Budget Referendum

With a 5.23 budget increase looming overhead, Windsor Locks voters sent a clear message to town officials Tuesday, rejecting the town's adopted budget plan weeks after a petition forced a referendum.

The budget failed by more than 300 votes Tuesday.

Included in the failed budget — a spending plan of just over $47 million — was a 4.8-percent tax increase brought on by sizeable funding increased in multiple departments.

The police department was approved for an 18-percent increase, backed by an initiative to curb crime in town.

Additionally, board of education increased by more than $1.3 million under the finance committee's spending plan, an increase of more than 25 percent.
