Tell Us: What Should Happen With the Montgomery Mill Property?

Here's your chance to sound off on how you think the former mill property in Windsor Locks should be used.

There is a new proposal for how to restore some of the life left at the former Montgomery Mill and the adjacent Horton Complex.

Windsor Locks resident Chris Kervick, founder of the newly-formed Windsor Locks Hydropower, LLC, wants to obtain the rights to draw water from the historic canal that runs alongside the property and revitalize an existing hydropower system.

While not a wholesale redevelopment of the property, Kervick says that his plan could provide minimal financial benefits for Windsor Locks Hydropower and an increase in potential benefits for the town, and still allow for a private developer to renovate the mill and help kick start efforts to reinvigorate Windsor Locks' downtown.

"I'm sick and tired of waiting for the White Knight to ride in and plop down $10 million on this site and save Windsor Locks," Kervick said before the town economic development commission Wednesday night. "Maybe it's got to come from inside [Windsor Locks]."

Right now the current mill owners owe $220,000 in back taxes on the property. At an October foreclosure auction the highest bid for the site was a mere $15,000, which was rejected by the town and the state court system handling the sale.
