East Windsor Selectmen to Review Charter

Every chapter of the charter will be reviewed, according to First Selectman Denise Menard.

The East Windsor Board of Selectmen is tackling the issue of charter revision, according to First Selectman Denise Menard.

At its most recent meeting on Tuesday, the selectmen discussed how they would go about the process, which, pursuant to the charter, must take place every five years, Menard said.

Menard said that all 12 chapters of the charter will be reviewed individually by the selectmen, who will take notes and then pass them on to the yet-to-be-formed charter review commission.

That process will be done relatively quickly, Menard said.

Among the items that are of local interest is the budget process, which falls under the finance and taxation chapter. Currently, if an annual budget is not passed after three referendums, the budget automatically increases at 2 percent over the previous year’s spending.

Menard said that she was aware that that section of the charter was of particular interest, but that every chapter in the document would receive the same level of scrutiny.

The next Board of Selectmen meeting is scheduled for April 2.
