East Windsor Selectmen Implement Spending Freeze

Action means that for one month all discretionary town spending must be approved by First Selectman Denise Menard and the town treasurer.

The East Windsor Board of Selectmen on Tuesday unanimously approved implementing a one-month spending freeze for town discretionary expenditures.

The spending freeze requires that all discretionary expenditures must be approved by First Selectman Denise Menard and the town treasurer.

The freeze extends to discretionary travel, conferences and training and even the purchase of office supplies.

“Is it pleasant?” Menard asked rhetorically. “Absolutely not. But I think we need to be really careful.”

Selectman James Richards pointed out that the freeze does not mean an outright refusal.

“It’s an added layer of review,” Richards said.

Menard said that she did not want to go beyond one month because she was not looking to cripple departments in their ability to function. If, however, the freeze is effective, there is a possibility that it will be extended in the future.
