Mark A. Koblanski, 26, of 72 Cloverdale Drive, East Hartford, is charged with: operating   a motor vehicle while registration/license suspended or revoked; operating a motor vehicle without insurance; failure to display number plate or insert; and violating exhaust emission standards.
