James Ruot, 57, of  43 Conlin Drive, Enfield, is charged with operating/towing an unregistered motor vehicle, and operating a vehicle without insurance.

Leonard V. Estelle, 55, of 10 Edgewood Ave., Ivoryton, is charged with operating a motor vehicle under the influence of liquor/drugs/elevated blood alcohol content.

Jason McCullom, 35, of 63 Hany Lane, Vernon, is charged with operating a motor vehicle while registration/license revoked, and operating a motor vehicle without insurance.

Ralph J. Freeman, 46, of 32 Prospect St., Apt. FL1, Vernon, is charged with operating a motor vehicle while registration/license suspended or revoked,  failure to return suspended/canceled license or registration, and operating a motor vehicle without insurance.

Joshua Ramirez, 24, of 266 Main St., Apt. 214, Windsor Locks, is charged with operating/towing an unregistered motor vehicle, and operating a motor vehicle without insurance.
