Julio Ruiz, 46, of 30 Preston Street, Hartford, is charged with: sixth-degree larceny.

Kyle D. Grinaski, 18, of 32 Burnham Street, Enfield, is charged with: sixth-degree larceny.

Jonathan Cotto-Rubert, 26, of 268 S. Main Street, East Windsor, is charged with: operating/towing an unregistered motor vehicle; operating a motor vehicle without insurance; improper use of a marker/registration; and operating a motor vehicle without a license.

Debra L. Seldon, 52, of 72 Connecticut Avenue, Chicopee, Mass., is charged with: operating a motor vehicle under the influence of liquor/drugs/elevated blood alcohol content; failure to drive in proper lane; and possession or control of less than a half ounce of cannabis material.
