On 3/29/14 the Journal Inquirer ran a rather flowery article on Crime Stats in Windsor Locks for 2013. The article was nothing but Smoke and Mirrors and a feeble attempt to justify the Big City Police Dept. with its escalating costs in wages, fringe benefits, and equipment. Are you dazzled with the Out Of Control Crime Problems in Windsor Locks? If Commissioner Brace and Chief Osanitsch were upfront they would tell you that there is very little MAJOR CRIMES in Town. This is not to say that we have none but it is truly MINIMAL. Have you wondered where the QUARTER OF A MILLION DOLLAR request for overtime for 2014-2015 went?? You can rest assured that this money is, most likely, still hidden in the Police Dept. Budget. That is historically how the Police Commission operates.
Recently, I attended a Town Meeting where a request for a $38,000 for a new police cruiser was before the Board of Finance. In attendance at this Town Meeting were just a few residents. Both the Board of Selectmen and the Board of Finance had previously approved sending this request to the Board of Finance. When it came time to vote the Selectmen and all members of the Board of Finance approved the request .ASK HOW MANY POLICE VEHICLES GO HPME WITH POLICE PERSONEL!! Because so few residents attend these Town Meetings. Most decisions are approved by the GOOD OLE BOY SYSTEM. They call for a Town Meeting and then ask for a quick show of hands vote and they push their own agenda along. I believe that the approval of all Yearly Budgets should be done by a Referendum. All taxpayers should be given an opportunity to vote on Budget Appropriations. NOT JUST A FEW!!
How does anyone try and justify a $12,000 dollar raise for Steve Wawruck our First Selectman when he has asked all Boards and Commissions to come in with a zero % increase for 2014-2015. I believe that Steve Wawruck has recommended 2-3% wage increases for non-union employees. Shouldn’t Steve Wawruck receive only a minimal wage increase? Are you going to get a 15 % increase in your salary??? I have said it before that the Board of Finance is handing out moneys like they are Candy Store. They are so caught up in Funding Every Monetary Request that is submitted by the Police Dept. that they have lost sight of what their true function is. Instead of reigning in a Budget that is out of control and demanding accountability they just keep handing out money!

Ask your Selectmen and members of the Board of Finance to he to a Referendun so that you may have your vote on the 2014-2015 Budget.
If you don’t demand a Referendum then Steve Wawruck will get his $12,000 dollar wage increase and you will be funding a quarter of a million dollars in Police Overtime! DEMAND A REFERENDUM!
