Henry Dang Fatal Investigation To Be Reopened ?Evidence Ignored!

On 11/19/13, town resident William Rousseau asked the Windsor Locks Police Commission to request that the Ct State Police reopen the Henry Dang Fatal Accident Investigation based on EVIDENCE THAT IS CONTAINED IN THE RUDEWICZ INDEPENDENT REVIEW THAT WAS SUBMITTED TO THE WINDSOR LOCKS POLICE COMMISSION ON August 17, 2011 at a cost of $38,000 dollars to Town Tax Payers. Rousseau asked the Commission if the Rudiwizc Report was used to terminate Sgt. Koistinen’s employment with the town. He continued, that if the Rudiwizc Report was used to terminate Koistinen, then why hasn't this same report been used to bring Criminal Charges against former Chief John Suchocki Jr.? Why would the Police Commission fire Koistinen and fail to see that Suchocki is guilty of Police Misconduct and other charges in that HE FAILED TO PERFORM HIS DUTIES to actively oversee the Henry Dang Accident Investigation. Suchocki failed to ensure that all Officers performed their sworn duties that night! Suchocki failed to ensure that key elements of 14-227 (c) were done? This was his Town and one of his Officers was involved in a Fatal Accident!!  Ignorance of the Law is not an excuse!

v  Before the commission went into executive session, Chairman Neal Cunningham said the commission has to discuss and decide what actions may be taken against whom.

v  Rudiwicz said Tuesday the report faults Suchocki because he was the supervisor at the scene and he should have taken more control at the scene to make sure everything was investigated.

“We find fault with the chief for not making sure others did their task,” Rudiwicz said.

v  Cunningham said the commission won’t forget about Henry Dang.

“Everyone on the commission feels the greatest tragedy is that we lost Henry Dang,” Cunningham said.

WHY DID THE COMMISSION CHOOSE TO EXCUSE SUCHOCKI’S POLICE MISCONDUCT AND NOT ASK THE CT STATE POLICE TO REOPEN ITS CRIMINAL INVESTIGATION BASED ON THE EVIDENCE IN THE RUDIWIZ REPORT? THEY FIRED KOITINEN AND DIDN’T ASK FOR THE STATE POLICE TO CONTINUE THEIR CRIMINAL INVESTIGATION!!  IS THIS EQUAL JUSTICE???

 

 

 

The Rudiwizc Report stated the following (taken from page 17) Finding: Chief Suchocki violated Windsor Locks Policy and the Regional Agreement by delegating the investigation to NCMARS in the manner in which he did. He did not provide adequate leadership throughout the investigation. At a minimum, he should have ensured that certain critical investigative steps were taken!!!!

                    It appears that the CURRENT MEMBERS of the WINDSOR KOCKS POLICE COMMISSION:

 

                   Kevin Brace - Chairman,   James Gaylord – Vice Chairman,    Neal Cunningham,   Ed Lanati,   Michael Royston

                    and Ricardo Rachele

 Are obligated to request that the Ct State Police reopen their Criminal Investigation based on New Evidence that they did not have at the time that they obtained arrest warrants for the Koistinens. It is clear that this should be done and our Towns People should Insist that the Police Commission make this request. If the Police Commission does not make this requestit will be a huge travesty of Justice. It’s the moral thing to do and the RIGHT THING TO DO!

Please email the Windsor Locks Police Commission (wlpdchairman@windsorlockspolice.com.) and ask that they request that the Henry Dang be reopen. The next scheduled meeting of the Police Commission is December 11, 2013. Time 7 P M. Location-Town Hall.

So consequently Everybody blamed Somebody when Nobody did what Anybody could have done in the

First Place.
