                             Sundance’s Story

            CT Dog Owner Beware CGS-22-358 !!!I I wish to state, up front, and unequivocally that we must guard against Rabies because it can and may be Fatal if contracted by human beings. My main issue is how are Pets are treated when they face a 14 day mandated quarantine and what I see are flaws and inconsistency in how the current language in 22-358 is written . I have already contacted Senator Kissel and given him several suggestions on how our Dog Quarantine laws can be improved. Please join with me in making needed improvement in CGS-22-358

Sundance is a (3) year old male Doberman with a quirky personality. He is very Intelligent but Stubborn. Presently, Sundance is being Unjustly Punished and Traumatized by the current Connecticut Canine Laws of  CGS-22-358 “QUARANTINE AND EUTHANASIA OF BITING ANIMALS.”

On September 28, 2013 Sundance and I were at a local park. Sundance was leashed and under my direct control standing by my side with my daughter Robyn petting Sundance. We were standing behind a line of spectators who were watching a youth soccer game in which one of my grandsons was playing. Suddenly, a female who knew Robyn approached us. She immediately and suddenly moved her hand toward Sundance. Sundance was startled and snapped at her leaving a bite on her hand. I identified myself and told her that I would pay for any medical attention that she may need and apologized for Sundance’s’ behavior.

The local Police and Animal Control Officer arrived on scene and I was advised that Sundance had to be seized and Quarantined for (14) days in solitary confinement (the local Pond). The ACO asked for Sundance’s’ Certificate of Rabies Vaccination and other required vaccinations which I provided. Sundance receives regular veterinary care and all of his shots are up to date.

·     CGS-22-358 is the law that has caused me to tell Sundance’s Story because I strongly feel that this law has to be modified for the PROTECION OF OUR BELOVED CANINES WHEN FACED WITH QUARANTINE. I am also telling his story so that dog owners in Connecticut are familiar with the requirements of this law as currently written.

·         22-358  states that Dog Bites Shall be reported. I do not feel that the Public is aware of this

Requirement... The word shall removes your discretion. If you know that your dog is up to date with its vacinations  and Rabies Shots shouldn’t you have some discretion in making a Report if your dog nips a family member “OFF PROPERTY” and you know that your pet doesn’t have Rabies? If you chose to follow the current law and Report the Dog Bite As Required your dog is mandated to serve a (14) days Quarantine and will be immediately taken away from you. What is the likelihood that a Dog Bite under these circumstances will get reported? How many PET, DOG BITES, go unreported ? Does this make sense to you that you should follow the current law as written?

·         ***** Now here is the real kicker and I invite you to read it for yourself.

If your dog bites someone on your property the ACO may allow for your dog to be Quarantined at HOME !!

If your dog bites someone off of your property the ACO is not authorized any discretion. Your dog goes straight to jail for a (14) day Quarantine. Does this make sense to you that the ACO is given discretion in one area and is granted no discretion at all in another area??

·         Do you know that a Police Dog Is Exempted from Quarantining provided that a certifiable Health History and Current Vaccination requirements are up to date. Shouldn’t this Exemption be extended to you with the same requirements ???

·         Do you know that your Rights as a Dog Owner to inspect the Quarantine Facility are not defined? Your Rights to visit your dog and how, are not defined. The current law states that your dog is to have “No Human or Animal Contact” for (14) days and THIS MEANS YOU. Even if you present an up to date health and shot history you are not allowed by 22-358 to feed or touch your dog. There is no allowance for you to sign a waiver so that you may feed your dog or have contact with him/her .In Sundance’s case my Vet told me that Sundance may be emotionally damaged by this Quarantine because he has no understanding about why he is in lock up and may feel abandoned.

·         ****** For the (14) Quarantine your dog must be housed in a Public Pound or other building or enclosure approved by the Commissioner. I requested that due to the fact that “THE HOME” is an acceptable building or enclosure in an” ON PROPERTY BITE” that either the Local ACO or STATE ACO view my home and allow Sundance to finish his Quarantine at home ! This request was made to the Commission of Agriculture Steven Reviczky steven.reviczky@ct.gov. My request was later denied by Dr. Bruce Sherman bruce.sherman@ct.gov . Does it makes any sense to not use DISCRETION for Sundance’s Quarantining. I have filed an Appeal with Commissioner Reviczky to use HIS DISCRETION and allow Sundance to finish his Quarantine at home. On 10/8/13 attended a Hearing at the Commissioners Office and my Appeal was heard. This Appeal was recorded and I may upload to Patch and other web sites. Right now I don't know if it truly was a Appeal Hearing or a Kangaroo Couurt. I will post  Commissioner Reviczky when I rceieve it.

·         Perhaps the simplest and quickest change that should be made is to GIVE THE ACO DISCRETION IN BOTH “ On Property Bite” and “Off Properrty Bites.

·         I am requesting that Ct Residents  contact your local Representative regarding 22-358 and request that this law  be modified ASAP. I am also asking Ct Residents and Animal Lovers Everywhere To Contact the Following individuals to express your feeling s on this matter. I ask you to contact Dr. Bruce Sherman bruce.sherman@ct.gov  as he appears to have the Authority and the DISCRETION to consider changes to 22-358. Please flood his email with an outcry to change this law ASAP. Also copy the Commission of Agriculture Steven Reviczky steven.reviczky@ct.gov. and George Krivda Jr  george.krivda@ct.gov who attempted to intercede on my Sundance’s behalf. Thank George!
