Special Meeting Called to Address Topless Bar Proposal

The application to transform Pool Table Magic into a gentlemen's club is exempt from the moratorium on sexually-oriented businesses adopted in March.

The Windsor Locks planning and zoning commission scheduled a special meeting Tuesday to address an application requesting approval of a plan to transform Ella Grasso Turnpike's Pool Table Magic into a topless bar.

Set for the night of April 22, the meeting will be held in order to field input and recommendations from town staff.

The commission adopted a moratorium on sexually-oriented businesses last month (the ban went into effect at midnight on March 15); however, applications submitted prior to the moratorium going into effect are exempt.

Pool Table Magic's application was submitted prior to the moratorium.

Prior to the commission's approval of the moratorium, Chairman Alan Gannuscio said, "This moratorium gives us an opportunity to enact regulations as well as other boards in town to enact (up-to-date) ordinances."

Pool Table Magic, according to Scott Storms, attorney for the town of Windsor Locks, would not be exempt from action the town takes to amend its ordinances.

The April 22 meeting will be held at town hall at 7 p.m.

Since its submission in October 2012, Pool Table Magic owner Mark Kulungian's proposal has seen no shortage of opposition from Windsor Locks residents and businesses.

The application is the second proposal submitted; the first having been dismissed by the planning and zoning commission on the grounds it was the incorrect application.

Accompanying the application in the planning and zoning office is a number of letters to the town encouraging opposition to the proposal.

First Selectman Steve Wawruck has voiced his opinion, as well, saying it "doesn't fit the character of Windsor Locks," and would only embolden criminal activity in a town working to curb prostitution, drug and human trafficking problems.
