Windsor Locks Police Contract Approved

The Windsor Locks Board of Selectmen voted to approve a new contract agreement between the police department and its associated police officers' union, the International Brotherhood of Police Officers Local 523.

The new agreement includes a $3,800 pay raise for most department positions — an effort to bring pay in line with surrounding area departments.

The pay raise represents a 1.5 percent increase over the next fiscal year and then a subsequent 1.75 percent increase in the following year.

The agreement also attempts to save the town money. The new agreement brings officers under the same health insurance plan as town staff, which will save on administrative time and additional fees associated with dealing wit multiple companies and plans.

Additionally, the agreement makes significant changes to the structure and operation of the department.

Under the new agreement, officers will be subject to random drug testing and the sergeant position will become an appointed position, rather than a position achieved through promotion. The change will avoid officers staying in the role for an extended period of time and will allow more officers to have the opportunity to rise in the ranks.

Instead of having an Officer In Charge during shifts, the agreement establishes the opportunity to have a sergeant or corporal specifically trained in leadership and supervisory duties.

First Selectman Steve Wawruck said the negotiation of the contract was "one of the most collaborative efforts working toward a common goal."

"This agreement includes significant enhancements to ensure our officers are treated fairly... It will ensure our department is managed in a truly professional manner."
